Located in the south-central region of B.C., the Regional District of Okanagan-Similkameen (RDOS) covers an area over 10,400 square kilometers and is renowned for its orchards, vineyards and golf courses, as well as its widely varied landscape including deserts, mountains and valleys, pristine lakes and outdoor recreational opportunities.
We are currently recruiting for a temporary, (term of six (6) months or longer arising from an employee leave of absence) full-time Solid Waste Operations Coordinator to join the Public Works team. The Solid Waste Operations Coordinator is responsible for the safe, efficient and compliant operation of landfill and organic facilities through day-to-day operational coordination, technical guidance and field support.
KEY RESPONSIBILITIES:
QUALIFICATIONS:
- Supports and coordinates the operation and maintenance of regional solid waste facilities including landfills, transfer stations and organic treatment and processing facilities.
- Provides operational input and recommendations to support safe, efficient and compliant operation of regional solid waste management facilities.
- Provides operational support to maintain compliance with environmental regulations, operating certificates, and contractual requirements at all Regional District solid waste facilities.
- Provides operational support to Heavy Equipment Operators through the coordination of routine landfill and composting activities, contributing to the safe and efficient operation of the Oliver Landfill.
- Monitors and addresses compost production controls, including temperature, moisture, odour, contamination, processing, sampling, and recordkeeping, to achieve environmental compliance and market quality objectives.
- Liaises with landfill contractors and service providers, including facilitating contractor orientations, to support the effective delivery of contracted services and compliance with contractual requirements.
- Coordinates weekly toolbox and safety talks, participates in staff meetings, and provides operational updates to staff as required.
- Performs heavy equipment operation duties as required and provides operational support during periods of increased workload, staff absences, emergencies, or special projects.
- Recommends, develops, and maintains operational procedures, inspection plans, emergency response plans, safe work procedures and related documents as directed.
- Responds to solid waste facility emergencies as required.
- Provides operational information and cost estimates to support the development of annual capital and operating budgets.
- Responds to public inquiries and escalates non-compliance matters to the department manager.
- Serves on or supports the emergency response team as required.
- Performs other duties as required.
- Post-secondary certificates in related disciplines such as environmental studies/science, resource management or related field. An equivalent combination of education and experience may be considered.
- Completion of BC Qualified Landfill Operators course or the ability to obtain.
- Minimum of five (5) years of experience in the solid waste industry.
- Knowledge of relevant legislation, policies, bylaws, procedures, safety methods and occupational health and safety hazards in solid waste management.
- Ability to plan, assign and coordinate the work of employees.
- Knowledge of financial procedures related to receiving, balancing and depositing money and processing credit card transactions.
- Ability to work on a number of concurrent tasks with deadline pressures.
- Ability to maintain a calm demeanour when enforcing regulations and use effective and efficient judgement skills to prevent and diffuse confrontations.
- Ability to work independently and efficiently with limited supervision.
- Good physical condition with sufficient strength and stamina to perform manual work in the presence of all types of weather conditions.
- Ability to work flexible hours, including evenings and weekends.
- Demonstrated computer skills in Microsoft Office Suite (Outlook, Word, and Excel).
- Valid First Aid Certificate or an ability to obtain one.
- Ability to pass and maintain a criminal record check.
This temporary, full-time BCGEU bargaining unit position offers an exciting opportunity to join a dedicated and collaborative Solid Waste team and make a meaningful contribution to sustainable waste management services across the Regional District. The hourly wage for the position is Pay Grade 6, $41.27 per hour, plus 15% in lieu of all benefits.
